Hurricane Katrina

Another really tragic disaster and the deepest sympathy to those who lost loved ones. The tidbit of information that is most puzzling is that the most affected were those who couldn't afford to flee. Couldn't some sort of disaster fund be set up at short notice without the bureacratic red tape? Even if it was neighbourhood for neighbourhood. Having never experienced such a disaster in my life, be it inclement weather or political coup that one has to flee for one's life, perhaps one can't question this non-action. Can't remember what the Brums did in the wake of their recent tornado.
